I've never encountered such a powerful EMP weapon before. I need to find out what technology hit the city, and who's behind it.

1Talk to Mechanic about the EMP blast
Open Mechanic's trader screen from the menu and ask him about the EMP blast.
2Locate and obtain the device fragment
The Unknown device fragment has two possible homes, and you only need one of the two keys. The first is the sealed-off part of the LexOs car dealership's second floor on Streets of Tarkov, which the Car dealership closed section key opens — mind your step, as the LexOs grounds are strewn with Claymores. The second is the marked room inside the Chekannaya 13 apartment building, behind the Mysterious room marked key. The fragment must be Found in Raid.

4Plant the hacking device in the server room in the Lab
Stash the Local network hacking device in the server room on the first floor of The Lab. Mechanic sends you one by in-game mail, and offers a barter if you need another.

6Keep the fragment of Item 1156 for yourself or hand it over to Mechanic
This one is a choice. Keep the fragment of Item 1156 and you unlock the Better Served achievement; hand it to Mechanic instead and you are paid 1,500,000 Roubles.
7Find a lead on Item 1156
You are after the Note mentioning Item #1156, which has to be picked up and read, and it turns up in three places. On Ground Zero (Level 21+) it sits in office no. 4 on the second floor of the TerraGroup main building, behind the TerraGroup science office key. On Lighthouse, look in the bookshelf beside the central stairs on the first floor of the northern blue chalet. In The Lab, it lies on a desk in office O22 on the second floor. Since not every spawn is locked away, the key is not strictly necessary. The note must be Found in Raid.

Pick up three audio tapes in the post office on Streets of Tarkov — Rus Post audio tape 11.05 / 001, 002 and 003 — and listen to each one. All three must be Found in Raid, and you will need an Audio recorder to play them.

The car stands directly in front of the post office, with the Item #1156 specification in the boot waiting to be picked up and read. Opening it takes a Rus Post car key, and one is guaranteed to spawn every raid on the ground beside the car's back right wheel. The specification must be Found in Raid. Finishing this awards 112,000 EXP and unlocks the Inferno achievement.
